		<description>This article gave me an idea. What if we flip the hypothetical situation Dr. Paul suggests? Instead of making the bills do exactly what their titles say they do, what if an organization was set up to title the bills in a way that represents what the intention of the bill appears to be such as the housing bill example also included in the article?</description>
