Directing the President, pursuant to section 5(c) of the War Powers Resolution, to remove the United States Armed Forces from Afghanistan.

Resolved by the House of Representatives (the Senate concurring),


Pursuant to section 5(c) of the War Powers Resolution (50 U.S.C. 1544(c)), Congress directs the President to remove the United States Armed Forces from Afghanistan–

(1) by no later than the end of the period of 30 days beginning on the day on which this concurrent resolution is adopted; or

(2) if the President determines that it is not safe to remove the United States Armed Forces before the end of that period, by no later than December 31, 2010, or such earlier date as the President determines that the Armed Forces can safely be removed.


Ron Paul: Mr. Speaker, I rise in strong support of this resolution. I thank the gentleman from Ohio for bringing this issue up.

It is late. This war started ten years ago; it’s about time we talked about it. It was said earlier on it is hard to quit a war and we shouldn’t be quitting. I’ll tell you what the real problem is: it’s too easy to start a war, it’s too easy to get involved and that is our problem.

The founders of this country tried very hard to prevent this kind of a dilemma that we’re in now — getting involved in no-win wars and nobody knowing exactly who the enemy is. The war was started and justified by quoting and using the War Powers Resolution written in 1973. That was written after the fiasco of Vietnam to try to prevent the problems of slipping into war. Yet that resolution in itself was unconstitutional because it literally legalized war for 90 days. So, it did exactly the opposite, so here we are. The 90-day permission for war at that time, now it’s close to ten years. I’m afraid that this is a little bit too little, hopefully not too late for us to do something about this. Are we going to do it for ten more years? How long are we going to stay? And the enemy is said to be the Taliban. Well, the Taliban, they certainly don’t like us, and we don’t like them. The more we kill the more of the Taliban we get.

But I want to quote the first line of the resolution passed back in 2001, what the purpose of giving the president the power which was an illegal transfer of power to the president to pursue war at will. It said, “The authorities are to authorize the use of United States Armed Forces against those responsible for the recent attacks launched against the United States.” The Taliban did not launch an attack against the United States. The government of Afghanistan did not launch it. The best evidence is that of those 20 individuals, 2 of them might have passed through Afghanistan. A lot of the planning was done in Germany and Spain and the training was done here in the United States. Oh yes, the image is that they all conspired, a small group of people with Bin Laden and made this decision. Right now the evidence is not there to prove that, but certainly Bin Laden was very sympathetic, loved it, and wanted to take credit for it. And one of the reasons why he wanted to take credit was that he said it would do three things for what he wanted.

First it would do is it would enhance his recruitment efforts for Al-Qaeda and his attack against Western powers who have become overly involved in control of the Middle East and have had a plan for 20 years to remake the Middle East. He also said that the consequence of 9/11 will be that “we will bog the American people down in a no-win war and demoralize the people.” And they’re working on it. There is still a lot of moral support but there is a lot of people in this country now that our country is totally bankrupt and we’re spending trillions of dollars on these useless wars that people will become demoralized because history shows that all empires end because they expand too far and they bankrupt the country just as the Soviet system came down. And that’s what Bin Laden was hoping for.

He also said that the dollars spent will bankrupt this country, and we are bankrupt and yet there is no hesitation to quit spending one cent overseas. We built embassies in Baghdad, we’ve built an embassy in Kabul, billion-dollar embassies, fortresses and it’s all “necessary”. Nobody is really concerned. If people were concerned about the disastrous effect of debt on this country, we would change our foreign policy and we would be safer for it. We are not safer because of this foreign policy. It’s a policy of intervention that has been going on for a long time and it will eventually end.

This war is an illegal war. This war is an immoral war. This war is an unconstitutional war. And the least you can say it is illegitimate. There is no real purpose in this. The Taliban did not attack us on 9-11. After we went into Afghanistan, immediately the concerns were shifted into remaking the Middle East. We went into Iraq, used this as a justification. It was nothing more than an excuse. Most Americans, the majority of Americans still believe that Saddam Hussein had something to do with 9/11. And I imagine most Americans believe the Taliban had something to do with 9/11 and it is not true. We have to change our foreign policy and come back to our senses and defend this country and not pretend to be the policeman of the world.

    However, I believe he has his facts wrong. Bin Laden did not take credit for the attacks on the US. He denied any involvement. there is no warrant for his arrest from the FBI for the crime of 911. Only other crimes.

      I am not sure if you ever travel to a Muslim country or have Muslim neighbor or even have a conversation with a fairly knowledgeable Muslim, they will tell you that the Muslim do believe that the majority of westerners (US/Europe or christian) nation do believe in god.
      The Muslim believe in “Allah” which maybe equivalent to Holly ghost in Christianity.

      They do believe in Adam, Noah, Moses, Jesus and Mohammad some of the major prophet/messenger of Islam religion.
      The only deference I see so far between the Islam and the Christianity is that the Muslim do not believe Jesus as being a god but they do have a full and equivalent respect to Jesus, Moses as much as they do for Mohammad.

      According to today’s Media anywhere from CNN, FOX etc.. to Rush Limbaugh. they portray and translate the Jihad as sole meaning to fight the westerners, killing of Infidel, etc etc.. which is completely flawed.

      In my own opinion the word “jihad” would be probably equivalent to “fight against” or “war on” which we use quite often for example the war on terror, the war on drugs, fight against corruption, fight against drug traffickers etc..

      Don’t let anyone give you the wrong idea of Islam/Muslim, Christian/Christianity, Jews/Judaism . The more I read through Islamic books the more I liked it. I hope you go to the source of Islamic books.

        There are many reasons we are in the mess we are in, and in my opinion our ignorance and followed with knee jerk reactions are a major one. Be it a War on Terror, a War on Drugs, a War on Crime, etc.

        When we take the time to ask question and research for the answers – count to zen, instead of just following the words of warmongers and demagog leaders, and racist – we become some what enlitened and only then can we begin to know and understand.
        Sure there are a few Muslims that want to do us and others harm, but it is not, in this case, the whole of Islam. And I’ll go a little further, though never popular to point out, but there are more crazed Christian Fundamentalist then there are fanatical Muslims. True, for what we know Christians aren’t straping bombs to their body and blowing up buses and cafes…They take a much more conventional approach with killing innocent lives: Cluster bombs, depleated uranium, drone planes, nukes, helocopters equipt with 50mm cannons, long range missles, economic sanctions, starvation, etc, etc.
        But not all Christians engage in or support such practices. If you go back to the Vietnam war era there were groups, many of them Christians, that protested the war and commited nonviolent acts of civil disobedience as a means of fighting. Today there are still many who protest in such a manner, and the come from many walks of like.

        Bottom line, One mustn’t shame others when he is just as guilty of such wicked ways. War begot war begot war.

    I happen to agree with Paul on foreign policy. If we are going to go to war it should be done through a proper declaration of congress, and we should get in and out as quickly as possible. Don’t forget the ‘underwear bomber’ was trained in Yemen, not Iraq or Afghanistan. So do we invade Yemen next? Are we just going to invade every country in the middle east? If so, we will be at war for the next 100 years and I honestly don’t think the American people are going to go along with it. I believe we can have a strong national defense and good intelligence without spending all this money and killing our kids.

    I had a young cousin (marine) who was killed in Iraq in 05. At the funeral a bunch of us were talking about the “towel headed bastards” who murdered him, and his mother turned around and snapped (I’ll never forget): “those terrorists didn’t kill my son, George Bush did”. At the time I thought she was just speaking through her grief, but now I totally understand where she was coming from.
