We need the CIA their job is to gather intelligence, steal technology and carry out covert operations for the US government. Example, when Russia builds a new fighter jet the US needs to know what the jet is capable of. This is where the CIA comes in at. Their objective is to get as close as possible to the jet and gather intelligence about the jet. And relay that intelligence to the pentagon. Where it is studied and compared. Determining weather we need new fighters to meet the new threat
